Scope and Content

This collection consists of unedited audio recordings of The California State University Board of Trustees and Board of Trustee Committees meetings from 1963 to 1973, and 1975 to 1978. Identification of meetings were generated from individual box labels of reels, cassettes, and video tapes which included name, date, and generally the part (as in part 1 or part 2) of a recorded meeting. The following are the standing meeting groups of the Board of Trustees represented in the collection: Board of Trustees full meetings, Board of Trustees joint meetings, Committee on Academic Policy, Committee on Campus Planning, Buildings, and Grounds, Committee on Educational Policy, Committee on Gifts and Public Affairs, Committee on Faculty and Staff Affairs, Committee on Finance, and Committee on Organization and Rules.

Other single instance to short-term meetings captured in this collection include the Chancellor's Council of State College Presidents, Faculty Representative meetings with the Board, Student Master Curricular Plan meeting with the Committee on Educational Policy (April 19, 1965), Board of Trustees Committee on Faculty and Staff Affairs acting for the Committee on Salaries (July 7, 1966), Special Committee on Constitutional Revision meeting (March 23, 1967), Board of Trustees emergency meeting (November 18, 1968), Educational Policy meeting with student attendeeds against proposed policy and informal public hearing (July 8, 1969), Board of Trustees budget meeting (October 15, 1969), Sister Anita Women's Conference, Montecito (July 15, 1968), Board of Trustees plenary session special meeting (December 14, 1978), Board of Tustees special meeting (March 31, 1965), Ad Hoc Committee, special meeting of the Board of Trustees (May 19, 1966), (December 9, 1967), amd Special meeting of the Committee on Faculty and Staff Affairs (February 2, 1969).

The Board of Trustees and Committees generally met six times in the year. Many joint meetings of two Committees are present in the collection. Some of the Committees still stand today such as the Committee on Campus Planning, Buildings, and Grounds, but others have changed, such as the Committee on Gifts and Public Affairs, which is now the Committee on Institutional Advancement. Committee meeting content is limited to the topical areas of the group, while Board of Trustee full meetings generally heard reports of these committees (also members of the Board) and enacted policies through resolutions. In some instances, public comment is also heard from campus constituents and community members.

During the earliest years of The California State University, the Board of Trustees Committees met separate from the Full Board meeting schedule of the Board of Trustees. Later, the meetings were held on the same dates, which is also reflected in the audio recordings. There are four U-matic video tapes in the collection that have also been digitized. These are limited to a single meeting date of October 26, 1977 and are not included in the California State University digitization project, but are available upon request.

Historical note

The California State University The California State University System, formally established in 1960 by the Donahoe Higher Education Act. It is the nation's largest university system. The CSU is one of three public higher education systems in the state of California (the others are the University of California and the California Community College System). Today's California State University system is the direct descendant of the California State Normal School (now, San Jose State University) established by the California Legislature on May 2, 1862. By 1862 there were four State Normal schools. In 1921, the schools were renamed the State Teacher's Schools. In 1935 the colleges were renamed the California State Colleges (CSC) and were run by the State Department of Education. With The Master Plan for California Higher Education and the Donahoe Act, the California State Colleges were placed under control of the CSC Board of Trustees on July 1, 1961. In 1972 the system was renamed the California State Colleges and Universities. The name "Colleges" was dropped in 1982 and the system renamed to The California State University.

The Board of Trustees Responsibility for the California State University is vested in the Board of Trustees, whose members are appointed by the Governor of the State of California. The Trustees appoint the Chancellor, who is the chief executive officer of the system, and the Presidents, who are the chief executive officers of their respective campuses. Chancellors of the system are Buell Gallagher (1961-1962), Glenn S. Dumke (1962-1982), W. Ann Reynolds (1982-1990), Ellis E. McCune (Acting, 1990-1991), Barry Munitz (1991-1998), Charles B. Reed (1998-2012), Timothy P. White (2012-2021), and Joseph I. Castro (2021- ).

At the time this collection was created, there was not a Student Trustee until 1976, and no Alumni or Faculty Trustee, as there are today. The Board included four ex officio members: The Governor, The Lieutenant Governor, the Superintendent of Public Instruction, and the Chancellor.

The Board is charged with administering the California State University in the management, administration, and control of the campuses, and are allowed to adopt rules and regulations in their governance of the campuses and system. The current powers, functions, and duties of the Trustees is written in California Education Code (EDC), TITLE 3. Abstract

Unedited audio recordings of the Board of Trustees and the Board of Trustees Committees of The California State University from 1963 to 1973 and 1975 to 1978.

Arrangement

Reels, Cassettes, and Video Tapes The audio recordings are loosely arranged in chronological order. In many instances, a single audio reel or tape includes more than one committee meeting, and in most cases, a single meeting is captured across several audio tapes.

Arranged Digital Files The audio files are published in the California State University digitization project and are arranged in seven hundred fifteen (715) multi-file objects by committee meeting and date. Example, the object "Board of Trustees budget meeting, October 15, 1969" contains seven audio files.

Digital File Inventory The digital file inventory follows the order of the physical media. Digital file identifiers are written as BOTA-[##]-[##]-[#] which corresponds to BOTA-[box number]-[reel number]-[tape side (1 or 2)]. Example: bota-03-01-1 and bota-03-01-2 represent box 3, reel 1, side 1 and 2.

Processing Information

Physical processing occurred during the transfer period, which is unknown. Audio and video recordings were digitized by an external vendor in 2016-2017 and were returned in both WAV and MP3 files. Some audio recordings in the collection were not digitized and are therefore not available. This is not a reflection on any restrictions, but likely a reflection on processing errors.
